Three Democratic U.S. senators on July 27 introduced legislation that would levy surcharges of up to $600 per flight on first and business class airline passengers. Meant to "curb wasteful greenhouse gas emissions," fund climate projects and motivate airlines to fly cleaner, the program also would charge private jet users.
